I think this may just be an issue with your computer preferring the wrong boot drive.This would be very likely to happen if you had a previous installation on your system because even though you erased the data, it really isn't gone.
When it does that, it seems to properly run the boot manager, but the installation files are not being initialized. I have just researched the problem (that's how I stumbled upon your question); there are several options to solve it. (Which I don't have of course - it just downloaded one day and asked if I wanted to upgrade. " Before I could answer that question I hit "yes" and never looked back).
